Buying an unlocked iPhone means that you’re not tied all the way down to a two-year U.S. provider contract with the likes of AT&T and Verizon.
This regulation was ordered to enable cellular number portability and to facilitate the reduction on prices ordered concurrently. Fees may be required if the customer was not underneath a contract or pay as you go plan with the service. This is in contrast to a cellphone (retrospectively referred to as SIM-free or unlocked) that doesn’t impose any SIM restrictions.
